I have three WACOM CTH 470's with the wireless module and battery installed in each. For months now I have had troubles with the touch capability of the tablets not working and across High Sierra and now Mojave and on multiple computers like a 2013 iMac and a Mid 2012 MacBook Pro. I started with installing the driver 5.3.7-6 and I added PenTabletDriver.app, ConsumerTouchDriver.app, and TabletDriver.app to the Accessibility group in the security/privacy page of system preferences.
After all of this, I still had no joy when trying to use the touch capability of the tablet. In an AhHAAA moment, I removed the wireless module, and just the wireless module (not the battery) from the tablet while it was plugged into my iMac. The touch functionality returned to the tablet and I was even able to reinstall the wireless module to the tablet. Full touch capabilities restored. I hope that this helps someone. If you are looking at the Accessibility section and don't see all of the items, it is likely because the driver you installed does not install them. I really apologize for the major software architecture change from Apple's macOS, which has turned our Bamboo tablets incompatible due to technological advancements. Our Bamboo tablets will still work with prior versions like 10.11. In other words, they don't care, they are not going to do anything about it other than advise you, and many millions of other customers, to buy a new tablet. I may do that, but after buying 3 Wacom tablets for myself, many more for my job, and recommending them to others, I will never buy or recommend a Wacom tablet again! They have a long record of lagging behind Mac OS updates, it took them over a year to deliver a driver compatible with Sierra, another delay for High Sierra, IIRC. If we're really lucky, maybe they will get around to doing better.

They are Apple Developers, so they get plenty of advance notice about the upcoming changes to Mac OS. IMO, they have no excuses whatsoever.
